Dear Assemblyman(woman)__________:
As an animal lover and constituent, I am writing to urge you to defeat SB2102,
relating to the breeding and sale of dogs, which is currently pending in the
Assembly.
SB2102 is disguised as a measure to protect animals but it targets the very
people who work the hardest to insure the health and well-being of
California's pets. The passage of this measure would be a major setback to
animal welfare in the State of California and could possibly devastate the
sport of purebred dogs in this state.
I view this bill as yet another means to tax the residents of California,
rather than an effort to protect the consumer. We have been taxed enough.
The existing Polanco-Lockyer Pet Breeder Warranty Act already regulates
large-scale dog breeders by defining "dog breeder" as anyone who
sells more than fifty pupppies in a calendar year. The existing law addresses
the problems of large-scale breeding and imposes penalties for the intentional
sale of unhealthy puppies without negatively impacting responsible breeders
who produce a small number of puppies.
Why destroy the progress of Polanco-Lockyer by expanding it so broadly and so
vaguely? SB2102 will hurt the smallest of breeders, those who have worked all
of their lives to share well-tempered, sound dogs with other families. SB2102
would regulate these hobby breeders out of existence and Californians may be
denied a highly knowledgeable and conscientious source of purebred dogs.
SB2102 if opposed by the American Kennel Club, the California Veterinary
Medical Association, the National Animal Interest Alliance and at least twenty
other groups that are dedicated to animal welfare. Please oppose SB2102
